Since the NSA stores information about social networks from email, address books, and online connections without filtering it beforehand, their servers can be filled with spam. If spam is sent by emails monitored by the NSA, or not deleted from profiles, the server can fill up with noise instead of signal. The NSA has no choice really but to store this spam, in the event it's meaningful- but the majority of the content they store will be spam.
